South Korea’s Assembly Passes MBC Governance Bill as PPP Boycotts, Launches New Filibuster

The vote expands the Foundation for Broadcast Culture board to 13 members to curb direct government influence.

Overview

  • The amendment passed 169–1 with 171 lawmakers participating, carried by the Democratic Party’s majority after the People Power Party boycotted the vote.
  • The DP immediately introduced the Korea Educational Broadcasting System Act, triggering a new filibuster by the opposition to block a second broadcasting measure.
  • The three-bill package seeks to enlarge boards at KBS, MBC and EBS and increase the role of media and broadcasting associations in governance.
  • A previous attempt at the MBC-related bill was shelved on Aug. 5 after a PPP filibuster, and a separate Broadcasting Act amendment was approved earlier this month.
  • The DP plans to advance a labor-protection “yellow envelope” bill and a Commercial Act revision next, with any filibuster subject to a 24-hour cutoff if 180 lawmakers agree.
