Overview
- On Tuesday South Korea announced it will withdraw some diplomatic personnel from its embassy in Kyiv while keeping a chargé d’affaires and consular teams to maintain contact and assist South Korean nationals.
- Seoul says the decision follows President Volodymyr Zelenskyy’s Sept. 23 UN disclosure that Ukraine had transferred two captured North Korean soldiers to South Korea and that the public mention violated an understanding meant to protect the POWs and their relatives.
- Ukraine rejects that a formal nondisclosure agreement existed, says the issue is resolved, and has urged continued diplomacy even as Seoul demands an official explanation and a full apology.
- Seoul previously recalled its ambassador and says Kyiv’s failure to take what it calls “positive steps” prompted the withdrawal while growing Russian airstrike threats in Ukraine also made ensuring staff safety difficult.
- The rift risks reducing bilateral cooperation on intelligence and humanitarian matters, complicating South Korea’s resettlement protections for defectors, and raising the prospect of further diplomatic measures if talks do not resolve the dispute.
