South Korea Opens Applications for Targeted 100,000-Won Consumption Coupons

The program steers limited-time vouchers to lower- and middle-income households using health insurance records.

Overview

  • Applications began at 9 a.m. Monday and run through Oct. 31, with the first week using a weekday roster based on the last digit of the applicant’s birth year.
  • About 90 percent of citizens are eligible for 100,000 won per person, determined by June National Health Insurance contributions with exclusions for high property-tax bases and financial income.
  • Applicants can verify eligibility and receive vouchers via credit or debit cards, prepaid cards or local gift certificates through card issuers, payment apps, community centers or local governments.
  • Coupons must be spent by Nov. 30 and are generally valid at small businesses, with department stores, large supermarkets and certain venues excluded.
  • Foreign nationals are mostly excluded, though permanent residents, marriage immigrants and recognized refugees covered by state health insurance qualify, and the first round drew 50.08 million applicants totaling 9.06 trillion won.
