Overview

• Charleston County Sheriff's Department released body cam footage showing deputy James H. Carter punching suspect Rashard Keithan Duncan unconscious during a chase.
• Carter was terminated on Nov. 9 and charged with third degree assault and battery, as well as misconduct in office.
• Carter's lawyer argued that there was no racist component to the arrest and that Carter had to make a split second decision to protect himself and others.
• Duncan was charged with resisting arrest, failure to stop for law enforcement, possessing cocaine, and reckless driving in connection to the incident.
• Duncan's attorney, Marvin Pendarvis, called the evidence egregious and called for further investigation of the Charleston Sheriff’s Office.
