Social Security Scotland Issues New Claimant Checklist as ADP Decisions Average 46 Working Days

The agency is sharpening application guidance to speed decisions and lock in entitlement dates.

  • Official data show 484,055 people now receive Adult Disability Payment, with new claims taking an average of 46 working days to process.
  • New guidance urges applicants to include at least one piece of professional supporting information and to complete Part 2 within eight weeks so entitlement can be backdated to the Part 1 date.
  • People permanently moving from England or Wales to Scotland must now make fresh claims for Scottish equivalents, with DWP continuing PIP, DLA for children and Carer's Allowance for up to 13 weeks after a move.
  • September CPI was 3.8%, the usual basis for uprating; the DWP is expected to confirm 2026/27 rates around the November 26 Autumn Budget, and Scotland will set devolved rates at its January 13 Budget, with ministers ruling out ADP cuts.
  • Seasonal support is rolling out, including Pension Age Winter Heating Payments of up to £305, the £59.75 Winter Heating Payment and £255.80 Child Winter Heating Payment in mid-December, plus the £293.50 Carer’s Allowance Supplement and the £10 DWP Christmas Bonus.
