Snow-Clearing Responsibilities Questioned Following Woman's Death at Bus Stop

Private ambulance crew did not leave their vehicle to search for Jolene Waldref, who died of hypothermia after falling near a snow-packed bus stop.

  • Jolene Waldref died near a snow-packed bus stop at North 76th and West Congress streets earlier this month, raising questions about whose responsibility it was to clear the stop.
  • The property owner, William Garrett, claims he does his best to clear the snow but the city's snow plows often block the stop again.
  • Surveillance footage shows Waldref and later firefighters walking through more than a foot of snow on the sidewalk into the intersection, suggesting the bus stop may have been blocked by plowed snow.
  • The Milwaukee County Transit System stated it didn’t have the resources to clear snow from its 4,000 bus stops around the county, relying on municipalities, property owners, and businesses to do so.
  • A private ambulance crew from Curtis Ambulance service did not get out of their truck to look for Waldref after receiving a 911 call about her, and she died of hypothermia.
