Smart Meters Reach 5.9% of German Metering Points

Regulators view enforcement action as a needed step to speed installations to help integrate more wind and solar.

Overview

  • About 3.2 million smart meters were installed in Germany, equal to 5.9% of roughly 54 million metering points as of June 30, 2026.
  • In the first half of 2026, 765,000 new smart meters were added and the share in legally mandatory installation cases rose to 26.1%, exceeding the 20% target set for the end of 2025.
  • The Bundesnetzagentur opened supervisory proceedings in March 2026 against 434 meter operators for failing to meet quotas, has closed 150 of those cases, and found 77 operators had installed no smart meters.
  • Smart meters measure household electricity every 15 minutes and transmit data to network operators and suppliers, letting households shift use to times of high renewable output and giving grid operators finer control.
  • Germany trails many EU peers—ACER data showed about 66% average coverage across the EU and Norway at end‑2025 with several countries above 99%—so regulators say the rollout must accelerate and the sector aims for high mandatory-site coverage by 2032 that would lift overall penetration substantially.
