SingPost Launches Flat-Rate U.S. Retail Shipping Under New Customs Rules

The service collects duties upfront to keep small parcels moving under tightened U.S. import rules.

Overview

  • Starting Sep 15, SingPost’s Speedpost Direct International (Retail) opens a compliant walk‑in channel for sending parcels to the United States.
  • Customers use two standard packaging options at flat rates—S$29 for an envelope up to 0.5kg or S$69 for a carton up to 2kg—with items repacked to these formats and delivery targeted in about five to eight working days.
  • Each shipment is capped at a declared value of US$100, with larger or higher‑value items directed to Speedpost Express International, which targets delivery in three to six days.
  • Post office staff calculate and collect U.S. duties and taxes before dispatch, and senders must provide the item’s country of manufacture and the harmonised system code for customs clearance.
  • The rollout follows the Aug 29 removal of the US$800 de minimis exemption, which the UPU says prompted at least 88 postal operators to suspend some U.S. services, after SingPost paused standard commercial acceptance on Aug 25 and introduced a corporate DDP model on Aug 27.
