Singapore Tightens Homebuyer Rules, Streamlines Showflats, Sets 4,500-Unit Land Release for H1 2026

  • Land to build more than 4,500 private homes will be released in the first half of 2026, taking the pipeline to over 58,000 units.
  • From early 2026, sales documents must clearly mark structural walls, distribution boards, lifts and refuse facilities, and developers must disclose past Conquas bandings.
  • The start of the defects liability period and buyers’ liability for maintenance charges will shift to the 35th day after the TOP-stage payment notice to better match possession timings.
  • Conquas assessments will focus on functionality and liveability, removing about 30% of lower-impact checks, with up to 20% time savings for consistently high-performing firms.
  • From Nov 14, pre-identified state land for showflats will be listed on SLA’s TOL portal, and a new URA–SLA circular allows three-year TOLs for Central projects with immediate effect.
