- Defence ministers Chan Chun Sing and Mohamed Khaled Nordin witnessed the signing as the navies formalised procedures for emergency cooperation.
- The arrangement was signed by Republic of Singapore Navy chief Rear Admiral Sean Wat and Royal Malaysian Navy chief Admiral Tan Sri (Dr) Zulhelmy bin Ithnain.
- During his two-day introductory visit to Malaysia, Chan reaffirmed bilateral defence ties and discussed coordination through ADMM, ADMM-Plus and the Five Power Defence Arrangements.
- Chan delivered a keynote in Putrajaya highlighting regular exchanges for students and government officials to build long-term trust between the neighbours.
- He also met Prime Minister Anwar Ibrahim and Housing Minister Nga Kor Ming, with talks covering regional security and civil-service collaboration in urban planning and housing.
