Overview

• The board approved the Peoples Green Transport Project for 500 electric buses in Karachi and Hyderabad under a 12-year DBFMOT concession with depots, charging, shelters, automatic fare collection and an intelligent transport system designed to serve over 200,000 daily riders and link with the Green Line BRT.
• An amended unsolicited proposal for the EV scheme was accepted with a Right of First Refusal and exemption from prequalification, and investor solicitation was authorized to engage the private partner.
• The Karachi Port–Qayumabad elevated expressway was cleared under a DBFOT user-pay structure with capital and operational viability gap funding, including a 10-year minimum revenue guarantee, covering 16.5 km with 25-year O&M and proceeding to RFP issuance and bidding.
• A riverine forestation PPP over roughly 41,000 hectares in Jamshoro and Matiari received approval for letters of award to preferred bidders across three packages, with an estimated 35–40 million carbon credits projected and ADB engagement cleared for feasibility on a larger 88,000-hectare study.
• Health-sector steps include adopting a fixed and variable cost–based annuity model across Regional Blood Centres in Sukkur, Karachi and Shaheed Benazirabad targeting about 250,000 blood bags per centre annually, plus PDF funding to hire advisors to outsource radiology and diagnostic labs at JPMC Karachi and CMCH Larkana, while the NED Tech Park concession with Enertech is slated for signing by late October.
