Overview
- The Secretaría de Inteligencia de Estado (SIDE) presented a new Estatuto del Personal de Inteligencia and announced the Cuerpo de Inteligencia de la Nación in a public release on Monday, outlining the rules that will govern agents’ careers.
- The statute establishes, for the first time, a formal Carrera de Inteligencia with an annual open call to the Escuela Nacional de Inteligencia, initial conditional appointment for up to one year, mandatory common and function-specific training, and annual evaluations that affect confirmation and promotions.
- Promotions will no longer rely on seniority alone because the statute requires minimum service periods, psychophysical fitness, compulsory training and favorable performance evaluations and explicitly bars automatic promotions.
- The SIDE says the measure will build a depoliticized, professional corps selected by merit, but the announcement drew public criticism from a former agent who questioned whether the reform will change who controls appointments, promotions and reserved funds.
- The personnel statute follows broader changes that began with DNU 941/2025, which concentrated powers in the SIDE, and comes after recent budget increases and parliamentary scrutiny over funds and the agency’s political role.
