Shutdown Deadline Nears as Travel Workforce Stays On Duty Without Pay

Agencies warn of longer lines with controller training halted if funding lapses.

Overview

  • TSA officers, air traffic controllers, CBP agents and Coast Guard personnel are designated essential and would keep working without pay if funding expires at midnight Sept. 30.
  • The Department of Transportation says more than 13,000 certified controllers would remain on the job unpaid, while non‑certified trainees would be furloughed and all FAA training would stop.
  • Commercial flights are expected to operate and Amtrak says service will continue, though past shutdowns saw TSA callouts, ATC sickouts and a temporary LaGuardia ground stop that caused delays.
  • Cruises should largely proceed normally, according to the cruise industry, but national parks and federally funded museums could close or limit access for shore visits and tourists.
  • Passport, visa and Trusted Traveler processing can continue using fee revenue, with possible slowdowns, and the U.S. Travel Association estimates travel losses of about $1 billion per week.
