Sheinbaum to Publish Decree Guaranteeing Minimum Pay for Teachers, Health Workers and Security Forces

The upcoming Diario Oficial decree will activate an October 2024 reform tying those wages to the IMSS average with annual inflation adjustments

Overview

  • President Claudia Sheinbaum said she will publish the Senate-approved resolution “in these days” to operationalize sectoral minimum salaries in the Diario Oficial de la Federación
  • The October 2024 reform mandates that teachers, doctors, nurses, police and soldiers earn at least the 2024 IMSS average of 587.40 pesos per day, equivalent to about 17,622 pesos per month
  • Sheinbaum reiterated that federal officials’ salaries will remain unchanged this year and next as part of a multi-year plan targeting roughly 12% annual minimum-wage growth to reach the equivalent of 2.5 basic food baskets by 2029
  • Full implementation will require additional administrative steps at the federal level and coordination with state legislatures that received the reform for ratification
  • In a transparency measure, Sheinbaum disclosed her own pay—191,000 pesos gross and 133,000 pesos net monthly—as scrutiny of public-sector wages intensifies
