Sheinbaum Decree Empowers ASEA to Launch Emissions Inspections in Fuel Theft Crackdown

With over 90% of fuel outlets registered in RENAGAS, ASEA’s new powers allow it to formally link emissions standards to efforts against huachicol.

Overview

  • President Sheinbaum’s July 18 decree, published in the Diario Oficial de la Federación, grants ASEA exclusive authority to control and monitor atmospheric emissions at service stations under NOM 016.
  • Physical inspections begin immediately, enabling the agency to impose sanctions and closures on stations that fail to meet gasoline quality and emissions requirements.
  • During the first half of 2025, ASEA conducted 445 inspections, issuing 394 sanctions and ordering 155 closures, including 50 of 67 LP gas stations and 17 of 27 distribution plants.
  • On June 30, ASEA completed phase one of RENAGAS, registering more than 18,000 gasoline and LPG installations with voluntary participation exceeding 90%.
  • The integrated framework aims to formalize sector oversight, bolster energy security and strengthen environmental protection against illegal fuel smuggling nationwide.
