Overview
- Pennsylvania became the 28th state with CROWN-style protections as Gov. Josh Shapiro signed the bill at Island Design Natural Hair Studio in West Philadelphia.
- The law amends the Pennsylvania Human Relations Act to define race as including hair texture and protective hairstyles and to recognize religious head coverings and hairstyles under religious creed.
- The statute takes effect on Jan. 24, 2026, prompting covered employers to review grooming, dress, PPE and enforcement policies now.
- Workplace restrictions on protected hairstyles or head coverings are allowed only under narrowly documented health, safety or bona fide occupational qualifications that are tailored and applied equally.
- The measure passed the Senate 44–3 after years of advocacy led by Rep. La'Tasha D. Mayes and Speaker Joanna McClinton, and complaints will be handled by the Pennsylvania Human Relations Commission.
