Shakopee Greenlights Public Alcohol Districts; Stillwater Delays Pilot

Overview

  • Shakopee’s City Council approved operation of two social districts daily from 10 a.m. to 10 p.m. Sept. 1 through Oct. 31, plus a holiday window Dec. 5–7.
  • Businesses must obtain special social district licenses, sell beverages on-site and serve them in marked cups that allow open consumption within designated boundaries.
  • The downtown district spans 1st and 2nd Avenues between Spencer and Atwood streets, and the second covers the Canterbury Park area.
  • The initiative builds on Anoka’s inaugural 2022 pilot and the Minnesota Legislature’s 2024 authorization after a proposed statewide rollout failed earlier this year.
  • Stillwater has paused its own pilot to pursue deeper public engagement after a survey of more than 400 residents found about half opposed and 44 percent in favor of a social district.
