Shah Presses Extradition Overhaul, Urges Special Jails and Passport Cancellation on Red Notices

Shah presented a legal-tech plan to close extradition gaps by speeding Interpol workflows to neutralize prison-condition objections abroad.

Overview

  • Opening a two-day CBI conference in New Delhi, the home minister called for a "ruthless" approach and urged international-standard detention facilities for extradited fugitives in every state.
  • He proposed revoking passports as soon as Interpol Red Notices are issued, along with a national fugitives database, expert extradition cells in all states, and a dedicated CBI unit to guide cases.
  • CBI Director Praveen Sood said 388 extradition requests are pending and 957 Red Notices have been published to date, with 189 issued between January and September 2025.
  • The BHARATPOL portal has reduced Red Notice publication timelines from roughly 14 months to about three months, leaving only eight Interpol notice proposals pending.
  • Officials highlighted BNSS provisions enabling trial in absentia and reported that 35 fugitives have been returned to face proceedings so far in 2025.
