September Brings New Rules for Device Data, Patient Records and Public Safety in Germany

A coordinated rollout shifts data control to users.

  • From 12 September, the EU Data Act compels makers of connected devices to disclose what data products generate and to give users access that can be shared with third‑party services, with easier switching between cloud providers.
  • Germany’s nationwide warning day is set for 11 September at 11:00, sending test alerts via radio, TV, apps and Cell Broadcast, with an all‑clear around 11:45 and current limits on Cell Broadcast for the all‑clear noted.
  • Starting 1 October, doctors and psychotherapists must populate and use the electronic patient record, participation remains voluntary for patients, and noncompliant providers face potential fee reductions with transitional exceptions.
  • Airports including Frankfurt and Munich begin introducing CT‑scanner security lanes from mid‑September that allow containers totaling up to two liters of liquids in carry‑on bags, a change that applies only on upgraded lanes as the 100‑ml rule still governs elsewhere.
  • For central heat pumps in multi‑family buildings, the transition period ends and from 1 October landlords must install consumption meters and bill heating costs based on actual usage.
