September Brings New EU and German Rules on Data, Health Records, Heating Bills and Airport Security

The package tilts control toward users, increasing duties for manufacturers, landlords and medical providers.

Overview

  • From 12 September, the EU Data Act becomes fully binding, requiring makers of connected devices to disclose what data they collect and to grant users access and portability, including easier switching between cloud services.
  • Germany’s nationwide Warntag is scheduled for 11 September at 11:00, when authorities will send a test warning across sirens, broadcast and smartphones, followed by an all-clear around 11:45.
  • Doctors and psychotherapists must begin recording diagnoses and treatments in the electronic patient record from 1 October, while patients can still object to creation and limit access to their data.
  • The transition period for central heat pumps in multi-family buildings ends at the close of September, obliging landlords from October to install consumption meters and bill heating costs based on individual use.
  • Selected German airports will open new CT-scanner lanes from mid-September that permit up to two liters of liquids in hand luggage, a change that applies only at checkpoints equipped with the upgraded technology.
