Seoul Launches Halloween Crowd-Safety Operation Across 14 Zones

  • Automated density cameras will issue real-time alerts, with one-way pedestrian flow, access limits, and possible subway bypasses at Itaewon prepared if congestion thresholds are reached.
  • Authorities began pre-event safety checks and are deploying personnel, safety fences, parking restrictions, emergency shelters, medical teams, and hospital-linked transport, with patrols concentrated over the first weekend.
  • Prime Minister Kim Min-seok ordered thorough measures as the Interior Ministry runs joint inspections across 33 regions from 5 p.m. Friday to 2 p.m. Nov. 2, with officials expecting heavier turnouts this year.
