Overview
- The Senedd passed Stage 3 of the Visitor Accommodation (Register and Levy) Bill with an amendment exempting under-18s in hostels and campsites.
- The legislation now moves to a Stage 4 vote and will require Royal Assent before any council can impose the levy.
- From 2027, councils may introduce a voluntary overnight charge of 75p per night for hostels and campsites and £1.30 for other stays after completing a 12-month consultation and registration process.
- Wrexham, Pembrokeshire, Rhondda Cynon Taf and Caerphilly have already ruled out adopting the levy, while Cardiff and the Isle of Anglesey have indicated support or plan further consultations.
- The Welsh Government projects up to £33 million in annual revenue for tourism infrastructure, but industry groups warn the charge could deter visitors and cost jobs.
