Cramer, who suffers from severe mental health disorders, had initially pleaded not guilty in April.
The incident began when Cramer fled a hospital after his mother brought him in for mental health concerns, leading to a high-speed pursuit.
Cramer is held on $500,000 bail and faces up to 20 years in prison for the homicide charge.
