Senate to Vote on Extensions of Three Emergency Decrees

The outcome will decide whether temporary suspensions of constitutional guarantees in affected provinces remain legally in force.

Overview

  • The Senate Pleno will meet Wednesday, September 30 at 12:30 p.m. to debate and vote on the executive branch’s requests to extend three emergency decrees.
  • The agenda item was placed by the Senate’s Junta de Portavoces under the direction of Miguel Ángel Torres Morales to allow an immediate parliamentary decision.
  • Decree 113-2026-PCM covers the province of Pataz in La Libertad and expires on October 2, 2026.
  • Decree 114-2026-PCM covers Putumayo and Mariscal Ramón Castilla provinces and the Torres Causana and Napo districts in Maynas, Loreto, and also expires on October 2, 2026; Decree 115-2026-PCM covers districts in Huancavelica and the provinces of Chupaca, Concepción and Huancayo in Junín and expires on October 12, 2026.
  • Those measures temporarily suspend certain guarantees to enable security operations and disaster response, and under article 137 of the Constitution their legal continuity depends on explicit Senate approval, so a rejection or inaction would let the decrees lapse and could disrupt ongoing security and reconstruction efforts.
