Overview
- Senate President Davi Alcolumbre put the government’s PEC da Segurança Pública on the plenary agenda for Tuesday, Nov. 3, setting a two-round vote that must reach 49 senators each time to pass.
- The government is negotiating to keep amendments that reduce the age of criminal responsibility out of the PEC so the text can be approved unchanged and not return to the Chamber of Deputies.
- Competing age-of-responsibility proposals on the table include Rogério Marinho’s broad cut to 16 (and 14 for some crimes) and Camilo Santana’s narrower cut to 16 only for heinous crimes, which split the PT caucus.
- If approved, the PEC would place the Sistema Único de Segurança Pública in the Constitution, expand federal roles for the Polícia Federal and Polícia Rodoviária Federal, allow municipal police under conditions, tighten penalties for gang leaders, and permit seizure of criminal assets.
- Senators and the rapporteur have discussed turning contentious amendments into independent proposals or 'fatiar' the text so the approved core can be promulgated quickly while disputed changes follow separate tramitation.
