Senate Roadblock and PL Split Complicate Paulinho’s Jan. 8 Sentencing Bill

Senate resistance and party splits keep the timetable unclear.

Overview

  • Relator Paulinho da Força is drafting a short, 3–4 page bill to adjust sentencing for Jan. 8 convictions and insists it is not a general amnesty, saying he will file a report only after talks with the Senate.
  • Senator Flávio Bolsonaro rejected the dosimetry approach as insufficient and said he will push amendments and use procedural tools to press for a broader amnesty.
  • Senate President Davi Alcolumbre has avoided negotiating after the process began in the Chamber, and senators Renan Calheiros, Otto Alencar and Omar Aziz vowed to block any amnesty or steep penalty cuts.
  • Paulinho meets on Wednesday with relatives’ group Asfav, which argues that reducing penalties or offering partial concessions is not justice, and he is also seeking input from former minister José Dirceu.
  • The PL shows internal division, with Jair Bolsonaro and party leaders publicly distancing from the compromise as some insiders warn against opposing relief for Jan. 8 defendants, and House allies say the project is losing momentum while Speaker Hugo Motta prioritizes other agendas.
