Senate Panel Considers Extending Temporary Agency Contracts to Four Years

Ministers are debating withdrawing or refiling the contested labor amendment after widespread backlash from unions, parties, coalition members

  • The amendment would raise the maximum duration of temporary agency missions from 36 to 48 months for first-time assignments and apply retroactively from January 12, 2025.
  • It was tabled by majority rapporteurs Dario Damiani of Forza Italia, Lavinia Mennuni of Fratelli d’Italia and Elena Testori of Lega in the Senate Budget Commission.
  • Opposition parties including Movimento 5 Stelle, Partito Democratico and Alleanza Verdi e Sinistra as well as the Cgil union argue the change deepens job precarity and favors staffing agencies over workers.
  • The Cisl union endorses the proposal, citing added procedural guarantees, a €1,150 end-of-mission indemnity and higher odds of permanent hires through agencies.
  • Government sources say the majority may withdraw the amendment or move it into a separate bill once lawmakers return from the summer recess.
