Senate Panel Approves Rules for Federal Corporate Cards

The measure replaces scattered ordinances with a law tightening cash withdrawals, documentation requirements, audit access.

Overview

  • The Senate's Committee on Oversight and Control approved PL 3.852/2020, authored by Fabiano Contarato, after adopting a substitute text from Sergio Moro.
  • Unless a plenary appeal is filed, the approved text will be forwarded to the Chamber of Deputies for further consideration.
  • Corporate cards must be personal and nontransferable, with each unit's spending officer defining credit limits and authorized expense categories.
  • Permitted uses include domestic and international airfare, immediate-payment expenses, confidential expenditures, and small purchases with limits set by each branch of government.
  • Cash withdrawals are allowed only when no other payment method is accepted, require prior specific authorization, cannot settle prior expenses or pay third parties, and users must submit monthly invoices, reimburse irregular spending, and comply with TCU access and annual reporting.
