Senate Panel Advances ROTOR Act to Mandate ADS‑B In and Curb Military Stealth Flights

The full Senate will now consider a bipartisan response to the DCA mid-air collision that killed 67 people.

Overview

  • The Senate Commerce Committee voted unanimously to advance the bipartisan ROTOR Act to the full Senate.
  • The bill requires operators already subject to ADS‑B Out rules to equip with ADS‑B In by December 31, 2031 to provide in‑cockpit traffic awareness.
  • It ends broad Department of Defense ADS‑B Out exemptions, excluding training, proficiency and sub‑Cabinet flights, and adds GAO and DOT Inspector General oversight with regular reporting to Congress.
