Overview
- The REPO for Ukrainians Implementation Act would transfer sovereign Russian assets and quarterly interest frozen in the United States to a Ukraine Support Fund, streamline investment and disbursement, and urge allied governments to repurpose their own seized assets.
- A separate bill would designate Russia a state sponsor of terrorism if it fails to return roughly 19,546 Ukrainian children alleged to have been abducted, with sponsors including Sens. Richard Blumenthal, Amy Klobuchar, Lindsey Graham and Katie Britt.
- The STOP China and Russia Act would freeze U.S. assets and block visas for Chinese individuals and firms that materially support Russia’s military or defense industry, and it directs coordination with allies on joint actions.
- Sen. Jeanne Shaheen confirmed the committee approved all three bipartisan measures aimed at intensifying economic and diplomatic pressure on Moscow and its enablers.
- Blumenthal said the vote puts the terrorism-designation measure on a path to passage within weeks if Congress acts, noting further Senate consideration remains required.
