Senate Democrats Propose Amendment to Condition US Military Aid

The amendment requires countries receiving aid to cooperate with humanitarian efforts and adhere to international laws of war.

Senate Democrats have proposed an amendment to condition US military aid to Israel and other allies, requiring the president to report to Congress whether countries receiving military aid are cooperating with US and international efforts to provide humanitarian assistance to civilians.
The amendment also requires the president to report that any country using US-funded military equipment is doing so in accordance with international humanitarian law, the law of armed conflict, and US law.
The proposal comes in response to the humanitarian crisis in the Gaza Strip following Israel's war with Hamas, which has resulted in a significant death toll.
Despite the push from some Democrats, a majority, including President Joe Biden, are against the idea of conditioning aid for Israel.
The president's national security supplemental request includes more than $10 billion in defense spending for Israel.
