Senate Creates Mixed Parliamentary Front for AI, Data Protection and Digital Security

It centralizes congressional oversight of ANPD, tracks Ebia, relies on Senate resources instead of a separate budget.

Overview

  • The Senate formalized the body by promulgating Resolution No. 19/2026, which establishes a suprapartisan, non‑governmental front to coordinate lawmaking on artificial intelligence, personal data protection and digital security.
  • Membership is open to senators and federal deputies who sign the installation minutes, the front will adopt its own statute approved by members, and it is created for an indefinite duration.
  • The front’s mandate includes debating regulation, producing legislative proposals, holding public hearings and technical meetings, and commissioning studies and publications on the social, economic and cultural impacts of AI.
  • The front will monitor the National Data Protection Authority (ANPD) and the directives of Brazil’s AI strategy Ebia, but it will not have its own budget and must use existing Senate appropriations with authorization from the chamber’s presidency.
  • The group is explicitly tasked with aligning Brazil to international AI governance references such as the OECD, G20 and UN, and its influence will hinge on which lawmakers join, the approved statute, and the Senate’s authorization of resources—factors that will shape future oversight and protections for citizens' data and digital safety.
