Senate Constitutional Committee to Review 90‑Day Legislative Powers for Executive

The hearing matters because a Senate approval would let the government issue binding legislative decrees to speed security measures and El Niño response if confirmed.

Overview

  • The Senate’s Constitutional, Rules and Foreign Affairs Committee will meet on Friday at 10:00 a.m. in the Sala Francisco Bolognesi to evaluate a 90‑day delegation of legislative powers that the lower chamber approved.
  • Prime Minister Luis Galarreta and six ministers have been summoned to explain the specific measures they would issue by decree for security and for prevention and response to the Fenómeno El Niño.
  • The deputies’ draft covers about 20 measures focused on fighting criminality and protecting infrastructure, farms and housing from El Niño damage.
  • Committee president Carlos Mesía also called presidents of multiple Senate commissions to give sectoral opinions and to help the committee decide whether to amend the delegation.
  • If the committee gives a favorable recommendation the draft will go to the full Senate and, if approved there, the Executive could use decretos legislativos to implement the proposed security and emergency actions.
