Overview
- The Chamber of Deputies approved the reform in a qualified vote on Tuesday with 344 in favor, 116 against and one abstention, sending a text that changes articles 82, 116 and 122 of the Constitution to the Senate.
- Two Senate committees voted quickly to approve the deputies’ text, reported by votes of 12–6 and 11–3, and the measure was sent to the Senate plenary for a full debate and vote next week.
- If enacted, the amendment would require presidential, gubernatorial and Mexico City Jefatura de Gobierno candidates to hold only Mexican nationality at registration and to renounce any other citizenship before seeking office.
- The draft also bars holders of those offices from acquiring or using another nationality while in office, including using foreign passports or invoking diplomatic protection of another state, and exempts current officeholders.
- Opponents say the rule is discriminatory and would affect millions of binational Mexicans, senators raised practical questions about proving foreign renunciations and the reform would still need majority approval in most state legislatures to become law.
