Senate Approves Security PEC and Separates Age‑of‑Responsibility Measures

The vote clears the way to promulgation for the constitutional change that embeds the national security integration system.

Overview

  • Senators approved the PEC in both constitutional rounds with unanimous recorded margins, 73–0 in the first turn and 75–0 in the second, clearing the text to be promulgated by the Mesas of the Chamber and the Senate on completion of formal steps.
  • Relator Rogério Carvalho won a narrow 38–36 procedural vote to remove competing amendments on reducing the age of criminal responsibility from the PEC and send those proposals to be processed as separate PECs.
  • The approved constitutional text enshrines the Sistema Único de Segurança Pública (SUSP), expands federal coordination of security policy, and creates rules for joint operations, data sharing and intergovernmental task forces.
  • The PEC broadens Police Federal and Polícia Rodoviária Federal powers for investigations with interstate or international reach and allows PRF policing on federal railways and waterways while authorizing accredited municipal police under strict conditions.
  • The measure toughens penalties and prison rules for organized‑crime actors, enables expropriation of assets linked to crime, and mandates new financing rules including phased transfers of 10% of pré‑sal social fund surpluses to security funds.
