Overview
- The resolution was published on Sept. 10, 2026 and makes injectable microchip transponders mandatory for all horses, mules and asses from March 1, 2027 while phasing out new paper sanitary booklets after Dec. 31, 2026 and keeping existing paper booklets valid until Dec. 31, 2027.
- Microchips must be implanted parenterally in the middle third of the left side of the neck and their unique numbers must be recorded in Senasa’s animal health information system so each animal can be verified during diagnostics, treatments and movements.
- Owners and holders are legally responsible for arranging and paying for identification, must report sales, thefts, deaths and sanitary events immediately, and face sanctions for failing to register, document or move animals correctly.
- Senasa approved a Libreta Sanitaria Equina Digital and a digitized passport system that require software providers to obtain homologation and meet interoperability and security standards before linking to the national system.
- The rule preserves the Documento de Tránsito electrónico for specified export, import and high-risk movements and builds on provincial pilots and recent equine encephalomyelitis outbreaks that motivated stricter traceability and faster epidemiological response.
