These new charges come on top of previous allegations that Menendez acted as a foreign agent for Egypt and Qatar, accepting bribes in exchange for political influence.
One of Menendez's co-defendants, Jose Uribe, pleaded guilty last week and agreed to cooperate with the investigation.
Menendez has denied any wrongdoing and accused prosecutors of targeting him, resisting calls to resign from the Senate.
