Punjab Police arrested Vishal Masih, the second suspect in the Chandigarh grenade blast, from Delhi.
The blast occurred on September 11 in Sector 10, damaging windows and flower pots in a residential area.
Investigations revealed that US-based gangster Happy Passia and Pakistan's ISI were behind the attack.
The main perpetrator, Rohan Masih, was arrested earlier on September 13 in Amritsar.
Authorities recovered a 9mm Glock pistol and are examining the involvement of an auto-rickshaw driver who transported the suspects.
