Ofgem found Bowl charged excessive fees when reducing output to balance the grid.
The £33m fine is the largest ever imposed by Ofgem for such a breach.
Bowl has accepted responsibility and is cooperating with regulatory changes.
Funds from the fine will support energy consumer projects, particularly for vulnerable individuals.
