Police Scotland has submitted an 'advice and guidance report' to prosecutors regarding the investigation.
Nicola Sturgeon and former SNP treasurer Colin Beattie remain under investigation after being arrested and released without charge.
Former SNP chief executive Peter Murrell, Sturgeon's husband, was charged with embezzling party funds in April.
The investigation, known as Operation Branchform, has been ongoing since 2021.
Prosecutors are considering whether there is sufficient evidence to proceed with charges.
