SCJN Formalizes New Plenary Rules and Itinerant Sessions as OAJ Cuts Top Judicial Pay

Overview

  • The Reglamento and a complementary Acuerdo General entered into force after publication in the DOF, setting Monday–Thursday plenary work, strict speaking times, a ban on interruptions, and the release of agendas and public versions of draft rulings at least three days in advance.
  • The Court authorized extraordinary sessions outside Mexico City, including in indigenous and afromexican communities with coordination to respect local norms, and ordered preferential attention with accessible judgments and possible translations for vulnerable groups.
  • Acuerdo General 1/2025 implements an automated system for receiving, registering and assigning matters to create traceability and transparency, with QR-based follow-up.
  • The first plenary under the new framework is scheduled for September 11 to discuss 14 actions of unconstitutionality and constitutional controversies, initially drawing on projects from the chambers of Loretta Ortiz, Yasmín Esquivel and Lenia Batres.
  • The Órgano de Administración Judicial approved salary tables that reduce top judicial pay so no official earns more than the President and ensured ISSSTE coverage, named key operational heads, and convened a mandatory short training for newly elected judges from September 8 to 12.
