Schleswig-Holstein Raises Revenue Forecast by €1.1 Billion Through 2029

The finance minister says the uplift chiefly reduces future borrowing instead of opening new spending room.

Overview

  • The October estimate projects additional receipts of €296 million in 2025, €299 million in 2026, €216 million in 2027, and €105 million in 2028, with total tax revenues near €16 billion in 2029.
  • Officials caution that sizable budget gaps persist and public debt stands at roughly €32 billion.
  • The forecast already factors in federal daycare funding, the Investitionssofortprogramm, and the 2025 finance-equalization reform, while other federal tax changes remain excluded.
  • If proposals such as a higher commuter allowance, a lower VAT on restaurant food, and the Aktivrente proceed, the state expects annual revenue losses in the high double-digit millions.
  • Municipal revenues are revised up to about €4.9 billion in 2025, €162 million above May, with projections rising toward roughly €8.7 billion by 2029.
