Scarborough Man Hit With North Yorkshire’s First 5-Year Slavery and Trafficking Risk Order

The court imposed strict property bans, an exclusion zone plus phone registration after a probe that relied on partner evidence due to victims’ fear of reprisals.

Overview

  • Scarborough Magistrates Court granted the order on Friday, setting a five-year term that runs until 30 October 2030.
  • Terms bar Robert Viv Chinchen from entering 44 specified properties without written permission and from possessing any phone not registered with North Yorkshire Police.
  • He is prohibited from using threats, intimidation or coercion to gain access or control and from entering an exclusion zone covering Barrowcliff, Northstead and Woodlands in Scarborough.
  • Police say the case is the first STRO reported in North Yorkshire, following an investigation that began in August 2024 with an interim order in place since July.
  • Evidence was submitted by Horizons, Social Services, Beyond Housing, IDAS and North Yorkshire Council, and breaching the order is a criminal offence punishable by up to five years in prison.
