SBS Authorizes Digital Wallets and Apps to Pay AFP Contributions

It aims to make contributions easier for independent workers by letting AFPs contract payment providers under strict tracking, deposit-timing and data-protection rules.

Overview

  • The Superintendencia de Banca, Seguros y AFP published Resolution Nº 02326-2026 in El Peruano, which takes effect Thursday, September 24, and formally allows AFPs to use digital wallets, mobile apps, correspondent ATMs and other payment channels for pension contributions.
  • AFPs must sign formal convenios with authorized intermediaries such as payment service providers, banks and related firms before any wallet or app can be enabled to receive contributions.
  • The rule imposes operational controls that require intermediaries to deposit collected funds no later than the second business day after collection and obliges AFPs to track each payment’s reception, validation, transmission, accreditation and registration.
  • If intermediaries charge fees for collection, AFPs must compensate those costs so affiliates receive the full amount paid; contribution valuation uses the quota value on the payment date and affiliate data cannot be used without express consent.
  • The measure implements Law Nº 32123 and was coordinated with the BCRP, but real access will expand only as AFPs and payment providers execute agreements, register services and enable specific channels for users, a change that should especially benefit independent contributors.
