SBP Hosts AFI Joint Learning Programme to Move Inclusive Green Finance Into Practice

The four-day Islamabad workshop is designed to convert Pakistan’s climate finance rules into usable tools that help low-income households and small businesses cope with climate shocks.

Overview

  • State Bank of Pakistan Governor Jameel Ahmad inaugurated the programme on Tuesday, November 3, 2026, welcoming 38 participants from central banks and financial regulators of 24 countries to learn practical implementation steps.
  • The SBP presented its regulatory toolkit, including the Pakistan Green Taxonomy, Green Banking Guidelines (2017), Environmental and Social Risk Management Framework (2022), and Climate Stress Testing Guidelines issued in December 2025, to show how regulators can assess and limit climate-related financial risks.
  • Ahmad emphasized that the people most exposed to climate shocks are smallholder farmers, micro and small enterprises, and low-income households, and he cited the 2022 floods that caused about $15 billion in physical damage and a similar scale of economic loss as proof of urgency.
  • Pakistan highlighted progress on access to finance, reporting 71% financial inclusion and a 27% gender gap, and stressed women-focused measures such as the Pakistan Women Inclusive Finance Programme and membership in the Women Entrepreneurs Finance Code.
  • AFI and World Bank officials said sharing Pakistan’s frameworks with peers could speed adoption of operational rules that channel climate finance to vulnerable groups and make banking systems more resilient to future disasters.
