Saxony Advances Bill to Boost Wind Payouts to Municipalities and Ease 2027 Land Target

The plan channels operator-funded fees to nearby districts to bolster acceptance of new projects.

Overview

  • A CDU–SPDBSW draft would require, from 2026, payments of 0.3 cent per kilowatt-hour to municipalities within 2.5 kilometers of new turbines, with at least half passed to the directly affected local districts.
  • Operators would finance the levy and could reclaim part of the cost via the federal Energy and Climate Fund, with optional individual agreements allowing up to 0.5 cent per kilowatt-hour.
  • The package targets a further increase to 0.4 cent per kilowatt-hour from 2028, up from the current 0.2 cent for projects approved since 2025.
  • The proposal lowers the interim wind land-use goal to 1.3 percent by 2027, as Saxony works toward the federally required 2 percent by 2032 after developing only about 0.2 percent so far.
  • After committee discussions that included BSW input, backers say a parliamentary majority now looks likely, while the renewables lobby VEE warns the higher levy would distort competition and deter projects in Saxony.
