Saskatoon Man Found Not Criminally Responsible in 2022 Partner’s Fatal Stabbing

Found not criminally responsible due to a psychotic delusion, Hamp is being held at North Battleford Hospital awaiting a Saskatchewan Review Board hearing.

'Thomas likely was operating under a mental disorder that rendered him incapable of knowing that doing so was wrong,' Justice Grant Currie wrote in his 22-page decision at Court of King's Bench.

Overview

  • On July 3, 2025, Justice Grant Currie ruled that Hamp was in a psychotic state during the February 2022 killing and could not appreciate the wrongfulness of his actions.
  • He admitted to stabbing Emily Sanche in February 2022, with the trial focusing solely on assessing his mental state at the time of the offence.
  • Forensic psychiatrist Dr. Shabehram Lohrasbe testified that Hamp was acutely psychotic and unable to recognize his actions as wrong, while defence counsel cited OCD, cannabis use disorder and a schizophrenia spectrum condition.
  • Hamp will remain detained at North Battleford Hospital as the Saskatchewan Review Board prepares a disposition hearing in about 45 days to decide on his custody and any supervised release.
  • The Crown is considering an appeal of the not criminally responsible verdict as Sanche’s family continues to participate in the next legal steps.
