San Francisco Report Finds Slight Decline in Street Cleanliness as Graffiti and Dumping Rise

The Controller’s Office annual assessment for July 2024–June 2025 finds conditions largely stable overall, with notable increases concentrated in a few neighborhoods.

Overview

  • Graffiti remained widespread, appearing on 89% of routes with an average of 23 instances per route, up from 18 the previous year.
  • Feces sightings increased citywide, led by an 18% rise in the Tenderloin, while the Financial District and South Beach recorded a 14% decrease.
  • Large dumped items rose unevenly across the city, with Bernal Heights up 23% and Castro/Upper Market and the Outer Mission up 17%, as most areas saw changes under 5%.
  • Construction debris made up 33% of street trash and furniture and mattresses 22%, with higher construction waste in the Mission, Bayview, Outer Richmond, Seacliff and Sunset/Parkside.
  • The analysis counted sightings of sidewalk and street litter, large dumped items, graffiti and human or animal feces to compare conditions year over year.
