San Francisco Files Murder Charge in Killing of Urban Alchemy Worker Outside Main Library

Prosecutors say video captured the suspect retrieving a short-barrel shotgun before firing at the unarmed outreach worker.

Overview

  • District Attorney Brooke Jenkins charged 42-year-old Edmund Bowen with murder, assault with a firearm, and a firearm enhancement in the Sept. 26 shooting.
  • Bowen is expected to be arraigned Friday, and prosecutors said they will seek to detain him without bail.
  • Investigators say the attack followed Joey Alexander, 60, asking a man to stop using drugs outside the Main Library in the Civic Center.
  • Police and sheriff’s deputies arrested Bowen at the scene, and a second person was injured by shrapnel, according to the D.A.
  • Alexander’s death has renewed scrutiny of Urban Alchemy’s unarmed street-practitioner model as the nonprofit and city leaders publicly mourn him.
