Overview
- The City Council voted 9-1 on Thursday to install Kevin Dinnin, Anita Fernández and Sandi Wolff as the 2027 bond tri-chairs, with Mayor Gina Ortiz Jones casting the lone no vote.
- The council had earlier passed an ordinance to take back the authority to appoint tri-chairs from the mayor, nullifying Jones’s slate and consolidating appointment power with council members.
- City Attorney Andy Segovia said his office is unaware of any legal conflicts that would disqualify the new tri-chairs, though the mayor raised transparency concerns about prior ties between OCI Group and Spurs Sports & Entertainment.
- The tri-chairs will run a public engagement process that begins Nov. 16, must present a recommended project list to council by Jan. 21, and their work will shape what appears on the May ballot for the $442 million bond.
- A separate $208 million stormwater revenue bond that does not require voter approval is moving forward and would raise the average residential stormwater fee to $4.94 per month, with council action expected in January.
